President & Principal Planner:
Janet G. Shira, A.I.C.P.
With over 20 years experience serving local governments, Janet has built a broad base of knowledge regarding the various issues facing Florida municipalities. Her planning experience coupled with the administrative expertise she gained from working in the Ocoee city manager’s office for 8 years, has provided her with a unique set of skills to use as a consultant representing local governments in Central Florida.
Since starting B&H Consultants, Inc. with her husband Jim, Janet’s work has included impact fee studies, plan review, comprehensive plan amendments, CRA studies, land development codes, and other planning-related work. B&H is also a registered engineering firm (Certificate of Authorization #9452). In that capacity, Janet has assisted in the design of city parks and roads. The company also provides infrastructure inspection services. Janet’s current clients include the City of Edgewater, the Town of Howey-in-the-Hills, the Town of Windermere, and the City of Groveland.
Janet has a bachelor’s degree in Journalism and Political Science from Northeastern University and a master’s degree in Public Administration from the University of Central Florida.
She is a member of the American Institute of Certified Planners, American Planning Association, and Florida Planning & Zoning Association.

Vice President & Principal Engineer:
James W. Shira, P.E.
Jim has over 28 years of engineering experience gained in both the public and private sectors working with a variety of Florida municipalities. Jim has served in several public works, public utilities and municipal engineering capacities, and this broad experience has given him a keen appreciation for the issues facing local governments. (Professional Engineer License #32686)
Jim received his Bachelor of Science in Engineering degree from the University of South Florida, after which he worked for the City of Plant City for three years, the City of Kissimmee for five years, Post, Buckley, Schuh & Jernigan for three years and the City of Ocoee for thirteen years.
During his thirteen year tenure as City Engineer and Utilities Director for the City of Ocoee, Jim guided the development of improved and expanded water, wastewater and reclaimed water systems and an expanded major roadway network. His management experience allows him to analyze issues both from a technical and an administrative point of view.
His work at B&H Consultants has included water and wastewater rate studies, utility and transportation impact fee studies, analysis of eminent domain issues and development of blight studies and large-scale legal descriptions for Community Redevelopment Areas. Routine services provided for municipal clients include development plan review, plat review and construction inspection.
He is a member of the American Society of Civil Engineers, National Society of Professional Engineers, Florida Engineering Society, American Public Works Association and American Water Works Association.

Senior Planner
DeAndrae Spradley joined B&H in February 2009. DeAndrae received his Bachelor of Arts degree in Geography from the University of South Florida and his Masters degree in Urban and Regional Planning from the University of Florida.
DeAndrae brings Geographic Information Systems (GIS) experience to the B&H team. He is also proficient in site design using AutoCad Software.
His work experience includes positions with private firms as well as the Withlacoochee Regional Planning Council. DeAndrae is a member of the American Planning Association.

Planning Technician
Ellen King joined B&H in September 2007. She has over 20 years of clerical and administrative assistance experience in land development, engineering and planning; with an extensive background and job experience in municipal government.
Ellen worked for the city of Ocoee for 14 years in the Planning Department making her way to the Development Review Coordinator position. She is very thorough and diligent, ensuring that her work is undertaken with an exceptionally high degree of accuracy.
Ellen joined B&H Consultants in 2007. She is a native of Central Florida. And, she has a positive and professional manner with developers and the public. Ellen brings to B&H her knowledge of development review procedures and coordination, and the overall understanding of municipal government.

Information Services Manager
Robin Harris joined B&H Consultants in 2006. As a Native Floridian and Lake County resident for most of her life, Robin brings a vast amount of local knowledge to her work.
Before joining B&H, Robin worked 8 years in municipal government. Her earlier experience includes assisting in the administration of code enforcement and occupational licensing as well as building plans review and permitting. Robin’s computer aptitude led to a promotion and she spent the last 5 years in the city of Ocoee's information systems department designing and maintaining their web site in addition to assisting employees with computer software training and troubleshooting.
